Locked and scammer.

I think if some one is locked, regardless or not if they're scammer tagged, they should not have access to the PM system, assuming the lock was in violation of the market rules.

Dunno if it' s just me, but I think some of the locked users should be scammer tagged or banned (not calling any one out, just saying).

-shrug-, just a thought.

Locked and scammered tagged people usually get their PM and shoutbox rights taken away from them.
I think someone could elaborate on this but this is just what i know.

If they're locked & scammer tagged.

If they're just locked, you have the same rights as a normal member.

Locked users should be allowed to PM because there are various reasons as to why you're locked and it doesn't mean they are culpable
