so i sold him an 2014 account for $30 via paypal and it said the money was in my account, i saw it $30 in available paypal balance, i then use transfer to your bank option and it said it would take 2-5 business days for it to transfer

i check half an hour later it's telling me

"The funds are not available while this transaction is being reviewed"

what does that mean? did he scam me or is it just goin thru a process?

i have s/s all the evidence via skype and we both admitted to our d3jsp, the agreement, and everything.

all the evidence is there

It means he opened a dispute and is attempting to chargeback his money. Sorry for your loss. :/

Pretty much means that he retracted his payment.
He's already tagged, most that's going to happen now is he's going to be banned.

He's getting scammer tagged. Unfortunately this is how most trades go you have to be careful I say about 70% of people spamming with a new new join date is looking to scam. Truly sorry for your loss. Maybe PM screenies of the trade against the dispute to prove you delivered the said goods he purchased.
