This is an incredibly stupid suggestion. Everyone is a potential scammer. If you chose to trade with someone, there is a chance they will scam you. If someone who has been locked/tagged wants to trade, treat them like anyone else except the chance they will scam you is higher. Just use common sense when dealing with anyone and you'll be fine.
