As far as I know, you need to purchase it from the Riot store as they cannot be traded or sold by other players.

there were a small amount of codes for this. ebay might be your only option.

this was posted on the riot forums a while ago by a red:
Riot Squad Singed is a skin that is given out during 'Real Life' Riot Events, such as PAX (or was, last year), and was available for purchase during the time period of those events, though it's not known if it will be available during future events or not, as I believe it was replaced this year with Riot K9 Nasus.

I have the troll singed with taric on his back, Why they dont make Riot singed and others legendary skins more accesible :_(

I am also looking for this skin… its pretty rare
