It means that you can't enter in a channels and you can't wisper .

They are original cd-keys from a box and so , but in time when the guy who used them amde something against the rules , they removed the cd-key's rights for entering channels and whispering .

Most of the times you get you'r CD-key mutted becouse of hacks .
ON this link you can ask why you'r CD-key is mutted and request unmutting .
