you set it in the gameplay options. it lets you put whatever skills in whatever places.
so if you want 2 skills say from the same tab.
say if you want blizzard and hydra on a wizard it lets you have em both up |

yes, you can put any skill under any hotkey, you can also change the hotkeys to w.e you want.
