we could have something similar to a title but only admins and mods can change...
a modulator's comment, for example "this person can not be trusted"
or "this person is a valuable member to our forum"

good? since rep can be bought from some people

rubbish idea imo.
its like writing on somebodys face, title is used for something people want to put in themselfs and most of the time people dont want " you are good boy" title

What if the user's thumb would change color depending on the moderator's evaluation.

It could be not so much as a chore but something to do in spare time for mods.

it also works as such "spammer" and blah blah blah

and no... it is not lick writing on someone's face... since we could make it so that i doesn't show up unless you click for it

The reason is it is simply too much work. We should have the reputation like they do on http://www.d3jsp.com.
The title changing would be way too much work.
