No they can't they have to have proof that your scams have been repaid, and it has to be one of 2-3 mediators that send the request, not just any TT LOL
Don't scam, and expect to pay some $$$ to get unlocked easy as hell, and this isn't really making you seem trustworthy on this site either buddy
