from 3-4 days it gives me unable to connect to battle.net , i can't join from SC or WC3 too . Iso help please . I can't even join Asia,Europe,UsWest,UsEast . I can't change my IP , i'm using LAN connection . I think i am banned by IP (may i check this somewhere ?) .
I used Start menu - Run -> ping europe.battle.net -> It says "Request timed out" |

Hmm do u mean that it all time say "search for the fastest server"?
If yes reinstall

nope, when i press to "Battle.net" button it takes only 1-2 sek to tell me "Unable to connecT". |

LAN as in router? If so:
Go to Start -> Run -> CMD -> Ipconfig
Type your Default Gateway into your IE / Firefox browser
Navigate to change your Default Ip
Shutdown computers
Shutdown Modem
Wait 10-15 minutes
Start Up
Voila!

Yea, this happened to me a really long time ago, I'd say about a year or two ago. I couldn't join anything, I never figured out the problem but I checked my E-mails and blizzard had said my IP was currently not allowed to connect to any of there servers or something like that, try E-mailing blizzard about it, that's all I can advise you to do. |

| try resetting you rmodem and routers n making sure all ports r open for bnet and everything |

It's probably something along these lines.
Make sure you have no firewalls blocking it. |
