Looking for someone to help me get a new account. Looking to buy account as well as get info on what else to keep it from getting banned.

I'm going to call my isp and have my ip changed
Clear cache/cookies/history
Change my pc name

what else needs to be done?

I'm not looking to pay a whole lot for an account because it can easily be banned. What about the use of a proxy? How does that work?
