All Locked/Banned users that arnt active for a certin amount of time fg go's to lottery

cud b good idea but mayb do this only depending upon reason it happened

cuz sumtimes ppl r locked 4 a simple mistake possibly w/ paypal while trying 2 purchase fg or sum1 may b trying 2 get unlocked then starts having internet probs b4 he can get unlocked
