Verified paypal: There paypal account, has either a credit card / bank account / debit card attached to there paypal or a registered address / full proof of identity with there account.

Unverified paypal: There paypal account, hasn't got anything of above no proof of identity / no bank meaning they're probably going to scam you. But there is a slight chance they're just new to paypal smile

a lot of users are not willing to link paypal to their credit cards, including myself. Verified doesn't protect against chargebacks, you have their identity but they can easily scam you anyway. Claim they never recieved the goods and chargeback you. In fact, it's even more likely since they can try chargeback both through paypal and their bank (if it was a credit card transaction)
