So, I'm not sure where the taxed fg goes after you exchange logd gold,
But what if instead of either the fg being removed, or going to tram, what if we added it to the lotto pot?
I think the D3jsp lotto is barely used, and this could increase the pot greatly, there for increasing the numbers of people gambling in the lotto.
I know if the pot was higher, I would def. buy more tickets, as would many others.
To put this in one sentence:
Put the taxed fg from logd exchanges into the lotto pot to increase lotto activity.

Actually, I don't think it goes to tramway.
I think it's just there to make sure you don't get a ridiculous amount of fg.

I really have no idea where its coming from, I think d3jsp fg is already cheap as it is considering it goes for the ratio of 1;3 but yeah anything to make the site grow larger I think is positive
