I found this new tutorial about vectors
What are vectors exactly? and can I make them in Photoshop or do I have to get Illustrator?

basically a vector image is stored as an equation so you can resize the image to any size without losing any of the quality. a 1x1 vector image will have the same quality as a 100x100 vector image.
and i don't think you can do them in Photoshop but i know illustrator is vector.
