and i here smiters are good but they need coa which are costly

What level are you wanting to spend/duel at?
At the midrange, hammerdins are IMO the best bang for your buck.
A typical budget setup will look something like:

* - if you don't have 86% faster hit recovery, then either use a shael or some fhr small charms to make up for it |
Of course, it takes a considerable amount of skill to unlock the full potential of a hammerdin, so you may want to try something a bit easier if you don't have much experience, such as a lightning or blizzard sorc:
