One common scam is to send money on paypal and claim that you did not send the money or that you did not receive your product for it.

I would say that the only way to make a trade on this kind of level is to be enough friend with the tradepartner that you respect eachother and have patient.

If your trade partner does not have patience it does mean that he does not care about you.

Do you want to trade with a person that does not care about you? It is risky in a lot of ways.

I have heard a roumour that if you open a dispute on paypal and close it you can not open a dispute again, I would not consider this a fact since paypal claims that nobody can get scammed when using them and they tend to play by their own rules.

The solution for this is to simply use moneybookers, if a person does not want to use moneybookers he most likely is a scammer.
