I want someone to design/customize a Forum for me to the way I want it.
Paying up to $400 with PayPal Verified. (I hope you don't ask for $400 LOL) but
that's just how much I have to play around with. Looking to pay like $50-100 for this
job maybe? Dnno.

Do you want your own Forum software - or a open source/paid one?
What do you mean with "Customize"? You must administrate your forum once it's done.
It's not like you could just dump it & wait for people to register. If you don't know how to SETUP the forum - Don't start one.
Really it's not done once it's set. Experience is talking.
You should google how to set up a forum with a free & open source software - Like MyBB & Configure it - Learn how to do these things. After that feel free to start your own.

400$ is not even close XDDD
or well, if u take a custum forum then sure
this forum is worth maybe 50$, so take it from there!
If i recall right phpbb is the easiest to set up =)(=
