How do you get a 'Title'?

I see people constantly with these titles below their names for example this person has "Put on a happy face." beneath his name.

How do you get one? Or when the title feature unlocked for a member?
(sorry if asking this question is against the rules.)

Press "Shops" in the top right corner of your browser.
Then press "Effects Shop" scroll down and you'll see a
box where you can choose your title. It costs 100 fg.
