People who have a scammer tag should have all of their reps removed and not be able to receive new rep or any rep while tagged. Once their tag is removed because they have resolved the issue / paid back their scam, then they can start receiving rep, but they will not get their reps from before back.

Pretty much this.

I got major part of my reps erased because of a scammer tagged. Although it was an error of my part because i sold an account that someone took back. I paidback my scam and now got no rape. Although i'm still not a scammer person.
