He means it makes it possible to run multiple instances of the game, so when logging onto bnet on two different D2 windows you won't get stuck with the (X User CD Key in use) message. You can log onto the same account from multiple locations without the modified dll, and you could do so originally as well (As long as you arn't logging onto the same character from two different locations).
