No.
PVP will be arena based. Each person has a different opinion, some will like it and some will hate it.
All characters start off with equal MF I would assume.

so say example .... in d2 you go to a waypoint and go the the camp and you would have to go to a place in there and both people would need to accept the fight or have bets on if one person wins or what .... sorry just very curious haha

I am not sure on how they plan on releasing it,
but considering it will be team PVP, and have over the four limit cap in the arena,
I am assuming that the Arena will be a seperate section of the game..NOT in an actual game.

Not really
It makes the game more challenging and requires some thinking to do well, rather than just have 8 people go in and smash faces without second guessing themselves.
There are some negatives of course.
