black screen when i trun on my pc

there is something wrong with my computer I turn it on and there is '' welcome '' all fine but when it logged on i see only mouse scroll and no icons just black screen when i use alt ctrl and del i can run opera but all is laggins also when i use alt ctrl and del and i turn on '' explorer.exe '' icons comming back and all would be fine but pc is lagging all programs is running ;/

how to make it right? this black screen...

paying 500fg d2jsp for repair this problem and use simple words please because my english isn't good enough to understand all briggrin
