I Have This Temporarily Restricted...
I Saved/Exit. Exit'D Bnet. And I Got Temporarily Restricted.
It Has Been 9 Hours And 30 Minutes.
I Shut Off Computer. Unplug All The Wires. The Computer Just By Itself.
Still Wont Work.

Any Idea?

if that doesnt work change your ip adress:

ull have to wait it out

Realm downs you need to wait them out.
Unable to connect to Battle.nets you can fix with Router/Modem modifications.

I've had R/d for 24 / 36 / 48 hours before..

D2 withdrawals are the worst.
