Inferno act glitch?

Hey all, I was doing some nm zk runs and somehow suddenly I am able to join scouring caldeum and lord of lies in inferno - even though I haven't even beat the 1st quest in act 1 yet. Don't know what happened, is this some kind of glitch?

after you beat hell you can unlock any inferno quest.

step 1: change quest to w.e quest you want in inferno, on hell diff.
step 2: start game
step 3: leave game
step 4: join hell public game on same quest
step 5: leave
step 6: change quest, and you should see it in inferno (all other quests locked quests will be greyed out)

pretty sure that's how it's done.

yeah, that's what I did I guess. Is that intentional, or is it a glitch?
