So I dropped by in Elemenia today, and noticed there wasn't a single added module there, and there's more towns like that that have little or no use.
Races bound to those towns can be moved to other towns, like Felyne shares it's town with Humans.
Makes it all much more organised, and will make Dragon seeking less tedious without having to figure out a proper solution to make the Gypsy's dragon eye thingie work out well.

Just because the other cities are fairly plain doesn't make it boring to go there and look around for something new or for the dragon. Whatever mood your in. 
I'm sure GB will eventually need more cities to add modules in anyways

Idk, I like the cities as well, but srsly.. I hate it when I go dragon hunting - checking 7-8 towns for the dragon is a draaaaaaaaaaaaaaag.
Less cities with more modules or cities as they are now with lesser modules.

and slowly add specialized modules to each one
