Well it depends on your taste really and what program you use..no one can really "teach" you how to do it,you learn by following other peoples tutorials and learn a bunch of different techniques

a good place to start is a graphics forum

I only used one sig tutorial I found on google.
Every sig I make is different.
I never have anything in mind when I start, and if I do it usually comes out very different. xD

Go on deviantART and look threw some.
I tend to just look at others sigs and if I like something on it, I ask for a PSD, or what they would call the sig style.
There are many tutorials out there.
