if those keys are the leaked ones (very likely) then anyone who buys them is going to get banned.

They literally can't ban the people who use the keys. Otherwise you could go around handing out the keys to people you don't like, and get their accounts banned. You could set up a bot to randomly add people on steam and give them the codes to get them banned.. It would be a nightmare for steam if they had to ban the people that used those keys.
