You need str/life/dex on a Barb Diadem for it to be worthwhile.

frw on a sorc isnt bad, and you can reach 105fcr easily without 20fcr from helm. So it could be useful in some matchups.
Without mana and 2 sox it doesn't come near a shako though. (except if someone is looking for the 30frw) Perhaps you could get an ist ingame or low fg on jsp...
I would throw it.

The barb circlet could be useful as well. But without massive stats/2sox you can't expect to get more than a few fgs at most for it. I would throw that one as well.
