oh... lol  well it looks just like the picture he went off of... so I assumed it was an effect =/
I'll pay more than 5$ since it's painted then ^ ^ trying to get the guy to do it, cause I want his exact style, or as close as possible... but not sure if he can or not.

It wouldn't be too difficult to do, but it would take a lot of time.
If I, personally, were to do it, I'd want more than $5. More like $15 or somewhere in there just because of the amount of time it would take.
