That is because "up" and "down" are terms used to place how things should be viewed at. For example, if gravity pulls things downwards, then whatever side hits the larger object (eg. planet) first is usually considered the bottom of it. But in space, there is no gravity, and since people can be on the "top" or "bottom" of a planet when looking at it, no-one can tell which is up or down.
