User is mistaken.
He means you cannot file a claim through paypal system.
Although, everyone that knows anything about paypal, knows that you can still call paypal to file a claim, or you can chargeback through your credit card company.
There is absolutely NO way to prevent a possible chargeback/claim through paypal. |
