Second, register an account on that forum. Where it says referrer, put down "Lmp".

Third, Make 15 Posts. There are some great guides, neopets threads, hacks threads, selling threads, etc. you can post on.

Lastly, post back here.

MSPP, I will lend to anyone. But your account on neopets has to be good. If it's just a shell, then no.

Anyway, I really hope this is legit and would love to be lent MSPP. I have a fairly nice neopets account as well.
