Undeitable Maps?

How come some maps like Raccoon City are uneditable? Is there anyway to overide the protection?

I Have Over 5 Programs That Opens Different Kinds Of Protection
But One Of Them Opens All

well.. to answer why some aren't protected.. some people don't mind if others fix up their games, so to speak. There are programs that can open them, but you need to find them.

there's something called an unlocker that you can find, doubt it's public though. Otherwise, hope they don't lock it.
