You can down load from Blizzard but if you only have 16 keys, you need to find another way. But my advise is to purchase once from Blizzard and you will always can go back to down load it. Much easier.

There is a website called playerstrader i think. Talk to him, he somehow gets the blizzard account at much cheaper price. I got from him once.
