You have to do it on Paypal.com.
I believe you just enter all your personal information, link a bank account, etc. and it's automatic. |

When you click on your PayPal balance, a link of "Non Verified" will appear. You just click.
You have to associate a bank account or credit/debit card. Then they will make you do a little payment of maybe $0.1, or $1 I don't know, and it takes a while until they give that back to you (usually 14 work-days)
Once that's done, you are verified.

By adding a bank account or credit/debit card you have, when adding a new payment account, add the number of your bank account or credit/debit card.
You don't have to check anything; you accept to make a little transaction (this is just following few guidelines that PayPal gives to you), and after that, wait few days.

Just an account number and routing number.
Routing number is where you live, just look it up for your state.
Account number can be found if you log in online to your bank website (I have PNC), by a check, or by calling your bank/going to your bank in person.
