10 Seconds between each pm you can send to avoid double pm

Sometime people click the SEND boutton more then once by mistake.

Happen to me also.. sometime 2-3 time the same pm..

I beleive that a 10 second delay before each pm you can send would fix this situation.

I think its anti-spam feature built in phpbb already.
