I cast lets say "wipe away"(split second card) then my opponent cast a "Sudenn Death" (split Second card)
Who goes on top the stock?

you can't cast any other spells when there's a split second spell on the stack, even if it's another split second spell.
so, if you cast wipe away first, your opponent would need to wait until it resolves before he can cast sudden death.
if your opponent cast sudden death first, then you would need to wait until it resolves before you can cast wipse away.
(it's a matter of priority passing and timing)

I have been playing magic since Ice Age. I have seen many new cards come about and leave. To be honest new rules do not really ruin magic they just make it more complex. This gives you the ability to think up crazy new things to do.

I must admit though, some cards that come out in standard wizard's must know they are way way to overpowered. All I need to say is Jittie.
