Can a person say they didn't receive the payment but claim it later?

No no.

Say I send a person money, and they tell me they didn't receive it.. So I send the same amount again..

Then they claim both payments.

If you send an amount to a user and they say they didn't receive it, you get in contact with Paypal immediately or tell the user to get on TV with myself or another Staff member to verify this.

DO NOT send two of the same amount unless it's confirmed the user didn't receive the first payment.

Little too late for that, I didn't know they had the right to Confirm/Deny payments.

So I sent it twice. Didn't notice til today.

Shut the f^@k up, this is the 'support' section.

It wasn't a large amount, so I didn't think someone would scam for so little.

Its not a dumb responce its actually reality. I wasn't trying to be a smart ass just trying to get right to the point. If something like that ever happens especially with $$ involved you need too contact the site, owner, or service you used and verify or confirm any information before you even think about sending again.. that's like they say don't ever refresh a payment processing page. 9: multi fees. ): no warning plz.
